I know that this procedure is possible, but I am a French citizen with no family ties to this person. This prevents me from making official requests. And the unofficial requests are not effective, I have never received a return for a file made recently.

I am in contact with the descendant of a Canadian soldier (Allan Scott K23206), who had two other brothers in the army (William Scott K23205, George Scott) and a cousin Lloyd Moffatt K23207

I understand, but you said in your post you are helping a “descendant” of this service member…..they could request the records?
