As long as the fact that some images are composites is made clear I don't see an issue, are they a true representation of their subjects? That's a more complex question to explore. Someone finally got back to me and informed me that these soldiers are suppressed from the Honour Roll because they do not meet the criteria to be included in the Books of Remembrance.
